Dear Premier/Minister/Activity Centres Team,

I am writing to you as a resident about the planning changes for our area.

I appreciate the need to increase housing density for our growing population. However, this can and should be done without destroying the livability and amenity of Melbourne’s suburbs.

In particular, I urge you to make changes along the following lines to the State’s plans for Hampton.

- A significant reduction in the proposed rezoning of heights to between 8 and 16 storeys along Hampton St. This scale of development will destroy Hampton’s village feel, overwhelm shopper parking, create traffic gridlock and major overshadowing and wind tunnel effects. The height limits must be greatly reduced.

- In the inner catchment, the proposed 6 storey heights on large sites mean existing 1 and 2 level dwellings would be completely overshadowed and overlooked. The height limits for the inner catchment should be restricted to 3 storeys, excepting for blocks > 1000 m² when 4 storeys may be acceptable.

- In the outer catchment, 1 and 2 storey dwellings would also be overshadowed and overlooked by 4 storey apartment blocks built on larger sites. The height limits for the outer catchment should be restricted to 3 storeys, with an overall reduction in the area designated as the outer catchment.

- While the State Government has now provided maps showing the heritage zones, these should have been available from the start of consultation to support an informed and constructive community response. Further, while a heritage overlay prevents demolition of the heritage structure or heritage features listed, it does not prevent building on top of the heritage structure and it is not indicated how overlays will be applied when there are additional overlays.

I urge you to incorporate this feedback and that of others into the State’s plans. I note with great disappointment that to date the Government’s Planning Maps have ignored almost all the advice from the Community Reference Groups established for the four Bayside activity centres.
