Petition to the Legislative Assembly of Victoria

The petition of residents of Bayside draws to the attention of the Legislative Assembly the recently announced planning changes for the Bayside Activity Centres of Brighton, Hampton and Sandringham.

During the Government’s community consultation process, 8,359 responses were received, of which 8,278 (99%) opposed the proposed high-rise development, and 81 (0.97%) supported it. Despite this overwhelming opposition, the Government has announced planning changes that allow substantial increases in building heights and density across Bayside.

These changes include:

  • Corner of Hampton and Willis Streets (beach side) — increase from 8 to 12 storeys
  • Willis Street near the Hampton Community Centre — up to 16 storeys
  • Hampton Street shopping strip — continuous 8-storey development
  • Increased development extending into surrounding residential streets

These proposed changes represent a significant departure from the existing character and amenity of Bayside, including increased density, reduced green space, and diminished opportunities for residents to influence development outcomes.

The petitioners therefore request that the Legislative Assembly urge the Government to:

  • Adopt the outcomes of the Bayside community consultation
  • Scale back proposed building heights to generally between 4 and 6 storeys
  • Provide additional green space and infrastructure
  • Restore appropriate planning review and appeal rights for residents

And your petitioners therefore request that the Legislative Assembly intervene to revise the proposed planning amendments accordingly.
